Proposal APERTURES. PART B Priority6.1.3.1.1.2 - FP6-2005-TREN-4 p 7 of 49

The technological and economical effectiveness of :the mixed fossil fuel/RES/storage network and system must be
tested against the characteristics of the overall islanded power generating system but also against the specific
characteristics of the territory concerned by it. Therefore a series of test tools will be generated with regard to fulfil
this specific objective. Of course it is assumed that an upstream work has lead to the :
              · the identification of the overall renewable resources (solar and wind) available on the project sites
              · the creation of a wind and a solar maps
              · the characterization of the electrical grids with measurement of their seasonal load diagram
              · the definition of the quantity of the ideal overall generation power from renewable sources and
their ideal locations for the best exploitation of the sources, taking into consideration the stockage
                 systems (Fuel cells and supercapacitors).

          Experimental and economical limits :
It will not be possible to use RES alone to satisfy all the energy demand at Favignana. As network like this one,
which has a peak power demand much higher than the baseline demand, must employ energy storage, which is
supplied by the Fuel Cell system together with the supercapacitors. In particular if an adequate in size storage
system were designed 1 or possibly 2 diesel gensets could be removed.
However the global economics of such system is based on interaction of different energy sources and storage to
compensate the weaknesses , for example poor efficiency, of the diesel gensets and obtain rated power and
          maximum efficiency.
Payback time : Considering that fossil fuel prices are increasing how can we predict how long it will take for the
implementation of cost free energy sources to pay back their installation charge? How can we put a price of
reliability and the removal of blackouts/outages? Sur cette question il ne faut pas se la poser maintenant. C’est une
des choses qu’on doit dire après.

          Metrology objectives:
Through a proper and sound metrology of the experimental showcase, we shall attempt to answer these questions
from factual enacted implementation. A specific audit of the installed system will be realised by one partner.
It will, in particular, measure the technological and economical effectiveness of :the mixed fossil
fuel/RES/storage network and system, specially its :
          · Reliability and availability as more intelligent power electronic and active power managementis making it
more reliable and have less trips/voltage dips/improved power quality
          · the security of the supply i.e. if there is a world shortage of fossil fuels the system will continue to operate (at a
low output) and the technology will be available and understood to increase the connection of RES to the system
if the fossil fuel shortage is long term

          A real-scale show-case: Environmental sensitivity & Alpine resort economy : A contrasting situation

In opposite, the city of Maribor, a well known skiing resort, has a strong energy production without the
problems regarding the supply shortages. However due too historical commitment to RES (many
hydroelectric surroundings) there is big support to the RES in Maribor local community.

The city of Maribor is in the centre of the economically weak region with the high unemployment rate.
RES utilisation, components production and connected services activities could create new jobs.

City of Maribor has adopted the new energy concept that promotes RES in other energy sources with low
CO2 emissions. In frame of that new strategy has been developed for the improved energy use efficiency.

In fact its energy production and grid connection are good. With many hydro power plants near by we
already use a lot of energy from RES.
Thus the local distribution company TCPEtro Maribor, with this project, could install the photovoltaic
power plant on the roof of their main office building in the city center. It could be an excellent showcase
for the common public to be informed of the RES policies.
